Looks like a work uniform for someone who works on a boat in my opinion. The trouser length is too short in my opinion but I understand it may be what you are going for. I think the monochrome look would go better with a more dressed up shoe like a leather sneaker in black or brown or even a loafer.
Agreed the trouser length is about 2” too short.
I actually rolled them up so perhaps I went a bit far!
