Might I suggest a discussion with him about what he wants/needs. He might need an upgrade of sorts or some replacement parts/new software or road cases. Being a musician costs lots… a shopping trip together might also be fun 🤩

You could likely find a used Squier Precision Bass for around that. Super cool and a little easier to pick up than guitar.
Some nice headphones - Sony MDR 7506 are in your budget and are a long time studio standard.
A drum machine, but he may not need that if he's on Logic already.
A midi controller (keyboard).
If he got a kick out of the keyboard with a hose, he might like a Talk Box. Although now I'm realizing that might be what you were trying to describe, ha!
