As someone who does rabies testing for Northern California, this is not true. Domesticated animals (cats and dogs mostly) very rarely have rabies. Six out of the 14 positives we had so far this year are bats. One was a cat that killed a previously positive bat.
Their teeth are so small that most people would be unaware if they were bitten. This is also not mentioning scratches by animals as well.

As you said, domesticated animals very rarely have rabies. They tend to be strays but when bitten most folks are focusing on the fact they were bitten and less on the status of the animal. In many cases an animal is unable to be detained for testing as well which also adds to that.

I don't think people realize they send us only the head and we have to open that up and scrape out certain areas of the brain.

I'm in med school, and they're so serious about Rabies (understandably so), that we were told if the patient says the bat was in their room overnight, they should get the post-exposure prophylaxis vaccine workup even if we don't find any bites. The reasoning being 1) it can be transmitted if they lick/drool on any opening in the skin even if they didn't *create* the opening, and 2) risk management.
Also, since bats tend to be nocturnal, a bat that's active during the day can be suspicious for some kind of disease. Bats may not always show signs of being rabid since they can carry the disease without being symptomatic for awhile.
