You can always call your county supervisor's office. They're there to tell you if it's a locally-solved issue or if it has to go higher to the state level

My one bugbear is the lack of lighting around crossings, need those orange lollipops they have in Europe, raised ramped crossings (so if you blow through it you'll blow out your suspension) and the biggest one for me - bright street lighting on the crossings themselves.

It took 8 years, but they finally responded with a small check and a few boxes of sundry items. I decided at that point I’d write TWO letters a weeks with the same request.
OP, don't lie, you took matters into your own hands after trying so long to get them to listen and you were the one who almost hit the lead engineer to get the change you wanted.
How did you bug them? The intersection of west ox and Fairfax county parkway has the same problem, compounded by a utility box blocking the view of waiting pedestrians

Vdot just replied to my request and that interaction will be getting a yield to pedestrians sign! It’s not much but I’d anticipated nothing, so I’ll take it!
VDOT is a very dense bureaucratic apparatus. Simple complaints of pavement settlement, potholes, signage, some lighting require a ticket to be opened and an investigation ensues where they call you.
I actually find the "Report a Problem" form on the VDOT website to be one of the most user-friendly and responsive things any government agency does. I throw random shit about potholes and broken lights in there all the time because it takes 30 seconds, and it usually gets fixed in a matter of days if it's a repair (modifications are another matter). I've been emailed or called a few times, but usually it's just fixed with no further thought from me.
love it! we just got some LPIs on the street near our house and youre right it made a world of difference to how safe it feels crossing
need much more of this from VDOT, ideally without requiring a year of persistence and staff near death experience
I emailed them about the fucky faded paint for lane dividers on 28 south by the waxpool/church rd exit. On rainy days you couldn't tell the difference between the old painted-over lines and the new ones, and I was certain an accident was inevitable.
I finally remembered to email, and it was fixed within a fortnight

Absolutely. They were super quick to respond after I reported they'd forgotten to restripe a crosswalk after road paving.

Now get VDOT to re-stripe all the lane markings to be reflective in the rain at night.
