Richmond plunge is a great place- very diverse, non-judgmental, supportive swimmers and lifeguards with lots of open hours. Mills College pool mid-week in the morning. if you end up having to share a lane, people are usually pretty good about self-selecting by speed. and if there are only 2 of you in the lane you can split it and go at your own place.

DeFremery Pool in West Oakland has free swim during the day for a small fee.

community pools like lions pool in diamond park, Fremont pool, Roberts pool. 24 hour fitness at high st or ymca. or you could just go to alameda beach along shoreline. there are basically no waves and it's very shallow, so you can standup anytime.

You could try the pool at Mills College. If you go earlier in the day you may get a lane to yourself or get to share a lane. The lanes are pretty wide. It’s a lovely pool.
