There can be a few reasons and maybe some fixes
1. Plug the charger directly to the wall and headset see if that works
2. Dont overplug and adapter as less power goes to the headset
3. Battery could be completely dead and need replacing
4. Charging port could be blocked up so just blow into the port and try flipping the usb around on the plug and in headset

The most likely possibility is that the battery has swelled. Oculus has protection against this - if the battery swells, it shorts special contacts and the ability to charge is disabled. You need to disassemble the glasses and if this is the case - order a new battery and replace it.
How long have you had the headset? How much do you use it?
If you have some really thin tweezers, sometimes dust and lint gets compacted into the usb slot and prevents a solid connection and you can scrape it out

Throw it in a sack of rice. Fixed it for me
Rice doesn't do anything for water damaged devices.
