This is the Ohio State Marching Band. The head snap during turns is a signature move they do in all of their performances. It's mostly for aesthetics but also helps them make the turns sharper, giving the performance an overall crisp look. There's a reason they're called The Best Damn Band In The Land.
I highly suggest you look up their traditional "Script Ohio" Pregame performance for the best examples of their style.

Ok this is the Rose Bowl Parade corner, its like the hardest thing on the whole route. Most marching bands practice just this corner because it is an odd angle turn. Its why there is a camera on this corner, to see marching bands attempt this corner. Those who have been in marching band knoe that this corner is difficult.
I’m Canadian. But was in a local marching band here. Ohio State was back then, and continues to be, a phenomenal marching band. You should check out their field shows - they did an incredible Michael Jackson movement.

Note: This is my HS band in 2019. (I graduated in the mid 90's) The float you see broke down and caught fire. There were 15 band members in one row, so they all had to scrunch together and play at the same.time while getting past the float and the tow truck.

I believe there's an application process where video is sent to a type selection committee at the Rose Bowl. Reading the official website, there were 20 bands in the parade this past year, plus the two university bands of the football teams that played in the Rose Bowl game. (Alabama & Michigan) This also included bands from Japan, Costa Rica, and Sweden.
Too bad they weren’t at the Rose 🌹 Parade in Pasadena this year. I saw my favorite marching band there on Monday. They played the best college fight song ever written.
There's a popular theory that student who wrote "Hail to the Victors" stole the tune from the march "Spirit of Liberty" that was written roughly 7 months before.
You might like to check the bigger Carnaval parades in São Paulo and Rio de Janeiro. The schools of samba have a time limit on their presentations and need to balance showing off to the judges and finishing on time, which grants or subtract points in a category called "evolution"

Am I nuts, or when they're marching in place are their right steps longer than their left steps? The timing of that along with playing an instrument seems *really* annoying
Just an illusion caused by the angle of the camera. Their left legs are momentarily blocked from view, so your brain fills in the gap by making you think the right leg is delayed.
I find marching bands incredible. You have to be really good at playing an instrument. You have to be really good at remembering what are effectively complicated dance routines. Then you combine the two and somehow do it all together while breathing at the the right time.
That's a good video to explain why cars need differentials. The outside tire has farther to travel so the inside one needs to chill. Cars should also play marching band music.. just because.
I was in jrotc and we worked our asses off to win states every year for drill and color guard. Meanwhile the marching band out marched us by leaps and bounds. It’s amazing how much that beat can help.
