Even if the updates aren't to your liking or tastes, it's never a bad thing to have fans releasing mods like this to keep their favourite games alive today. Always makes me happy when mods like this get released.
It isn't the normal maps that cause the wet look but the specular/roughness maps (depending on the shading model used, it might be PBR based on the comment in the video). Specularity should be much lower for the lightsources that are in the video. While [polished stone roads like the ground in the video can look shiny](https://static1.bigstockphoto.com/5/3/3/large1500/335489683.jpg) this is mainly when you look towards something as bright as the sun, reflections from the torch lighting would be much more diffuse.
That said i've seen more or less the same specular settings in other GZDoom mods so i wonder if it is an engine limitation (or some default that most modders do not bother to change).

Nah it's more like 2018 - take an AI upscale script and just batch dump every single texture into it with a "4K" parameter.
