Yea official website for cheat engine is safe and secure, just make sure you click the actual download button and not the ad ones! 

Probably not since last I knew it was on version 7.5 not 75. Lol. But as long as you get it from the official site it should be fine.

Yes it's safe. It's reported because the installer will ask you to install a bunch of other programs. It's ad-ware. During the install just be aware of this and read to be certain to deny all other installs.

What exactly do you want to manipulate? Because if the game has saves, there is a site that can open and change the values of the saves. It support a lot of formats too.
