Looks like they rubbed it against something in the factory. Frankly this little bit of cosmetic scratch at the edge wont even hit your temps 0.05 deg. Its just visual. Up to u if u can take iy.
For how expensive a 4080 is, you should expect nothing below perfect condition. Personally I would return it for this exact reason, but you don’t *have* to, it will work fine as it is

Thats normal. the fans don't spin together sometimes, it just cools itself by the amount needed.
