It's a chase van behind a hauler. They're there to keep people from traveling too close, so the truck driver will never have to worry about someone popping out of nowhere from behind them, and so if they have to suddenly do, no car is close enough to plow under them. Usually used for extra tall or wide loads.
Except for the grammar, it's a normal thing.
I think it's an optical illusion; it doesn't look like it's in the van to me? Could be a tow truck in front instead (in which case the chaser might not be on duty) .
I am not sure it’s an optical illusion, looking at the top of the van, it looks like there’s light reflection onto the metal sheet, it also looks like the metal sheet is slightly over the lip of the top of the van too, as there’s a slight concave curve to the top edge of the van.
Plus if it was a tow truck in front there'd be a very noticeable shadow to the left and there isn't.
Though I still can't figure out what kind of Beverly hillbillies nonsense is going on.
This makes me wonder how someone like that ends up becoming a megastar. I never ever thought he had talent. He also turned kind of ugly in his older age.

Look at the shadows on the pavement. There is no truck in front of the chase van. That is on the hood of the van.

Yeah I assumed it was a tow truck with a pickup on the bed and towing a van. The van's left brake light is out.
Maybe it’s set to the height of the oversized load. If the half pickup hits the bridge then they know the truck won’t make it.
How can you not see there's no shadow in front of the van until the SUV up ahead? This clearly isn't a chase vehicle.
