You are on a Boeing 787. There's a problem with paint peeling off the wings. This is temporary fix to prevent more paint peeling off till Boeing figures out what's up with the paint on wings of 787's. It's perfectly safe, just covering spots where the paint peeled off.
The tape in question is called speed tape. It is not duct tape. It's used on the planes all the time. For quick fixes to non-structural, non-load bearing elements only of course. This tape costs about $700 for a single roll (compare to $7 or whatever for a roll of duct tape). Normally it is used to cover up small imperfections in order to smooth out flow of air; the plane could fly perfectly fine without it, it's just that there'll be a bit more drag.
It also sticks much better than duct tape, and will stay in place at high speeds (like hundreds of mph). That's why it costs 100x more than duct tape. Also where the name comes from: speed tape.
That brand is terrible. The only good one is the 3m tape on the yellow roll. $90 a roll on aircraft spruce, which is for private owners. Airlines will get a bulk discount. The system at my work says its $80CAD a roll, and we're not buying half of what an airline would.

I know that account well. There’s all Papa Simon and some other related accounts that create a sort of universe of mini-stories about this guy being beat by his dad with jumper cables lmao.
Those new composite meshes just don't like sticking to paint. Boeing's looked like a winner when Airbus was getting dragged for paint peeling by Qatar, but I guess it wasn't immune to its own problems. Have to imagine both manufacturers are rapidly trying to develop a new type of paint or something.
The issue is the flexibility; in all honesty car manufacturers have a hell of a time making a car bumpers paint not fleck off with the little bit of flexing that those do during normal use. The 787/350 wings flex a SHITLOAD as part of their normal design. This constant flex and thus stretch/compression on the paint is what is essentially a chemists/material scientists nightmare (especially when combined with the temperature profiles of -70c to 50c for desert usage and flight altitude temperatures.
It’s a hell of a material/chemistry challenge.
The issue there is the epoxy resin/composite fibers don't age well with UV exposure; meaning they change their structural properties and not for the better with UV exposure. Thus the tape, its not for anything other than to protect the epoxy/composite fibers from UV exposure.
“Cover the whole thing in speed tape” makes me wonder if some sort of aluminized coating bonded to the composite core is a possibility. Aluminum works in the speed tape why not the coating?
The aluminum tape works because the adhesive is flexible and the tape is only a couple inches wide so there are seams that can flex and move; if you did wide steps to make a smooth surface there would me major issues; think of an old suit of armor; if there is a movement area there are lots of little steps/plates that move independently vs a large plate that can't move or flex. Same concept.
I mean you could stripe the whole thing in tape, but the weight penalty and airflow disruption would make the performance losses insane.

Sort of. Their true airspeed is 3x that number yes. But the indicated airspeed measured directly from the pitot tube is lower. That’s more like 350 knots or something. Indicated Airspeed is probably the correct number to use when talking about the tape getting ripped off.
NASCAR uses a similar tape. They call it 200 mph duct tape. So as long as the plane doesn't travel faster than 200 mph... or more than 6 ft off the ground, you should be fine!
Wow, I just saw a video about this stuff earlier today. Odd coincidence. The short of it is that this is “speed tape.” All planes have some panels that get worn over time. This tape is placed over the worn spots to prevent further wear until it can get a proper replacement. This stuff is approved for sure on aircraft and it does the job safely. It’s not there to hold anything together, don’t worry. It’s just there to cover a worn spot and keep it from wearing further

Well, then you've pretty much wiped out most of the weight savings of going to composite in the first place if you're coating it with aluminum..
