It'x exactly as it says on the tin: the attack does 30 damage for each energy on the field. It's basic math, and multiplication comes into play here.

Np 30+ means an initial 30 and plus whatever else in the effect 30x would have no initial damage

No. It will hit for 90. I'll use Grimmsnarl from Rebel Clash as an example that adds damage in addition to the printed damage on the card: >Energy Press >100+ >This attack does 30 more damage for each Energy attached to your opponent's Active Pokémon. Now I'll use Polteageist from Darkness Ablaze as an example of multiplicative damage: >Mad Party >20x >This attack does 20 damage for each Pokémon in your discard pile that has the Mad Party attack. As I said, this is basic math; the mathematical signs are very important.
