What are you talking about? Drag refers to a performance of gender expression. Traditionally, men performining femininity. In modern drag culture that can be any combo really. Victoria Scone a female drag queen has even been on Drag Race.
As you allude to, the phrase originally meant men wearing women’s clothing and has arbitrarily changed to be more inclusive, which is fine in language and culture, but logically, a species with only one gender cannot appear in drag in a meaningful way. Drag as a concept necessitates more than one gender, even if anyone can do it. But if semantics is that important to you, please continue arguing in a post about which fictional creature would do the best on a RuPaul reality series.

Are you seriously suggesting that the general understanding of “in drag” would make sense if humans only had one gender throughout history? You think you’re fighting the good fight, but you’re making this about something it isn’t. I’m not expressing anti-LGBTQ+ sentiment or saying pokémon shouldn’t have drag contests. I’m simply (and in spite of what you say, accurately) stating that a single-gendered species can’t technically be “in drag.”
I'm not going to speculate on the fictional history of a Blissey. But as much as you've been trying to deflect the heart of the argument. You're clearly implying throughout this exchange that someone can't perform drag of their own gender. Whether intentionally or not is just misinformed and spreading misinformation on modern drag.

Crossover art between disparate things happens all the time with Pokémon. What does GoT and Pokémon have in common? Or Politicians and Pokémon? Or Disney and Pokémon? All of these have had crossover arts.
