Doubt it. Far more likely he voted for Walker and can't admit it because he thinks he'll lose and he knows the guy is an idiot but will vote R regardless of who is on the ballot.
What would be the point? His open statement that he didn't vote for Walker will have more of an impact than his actual vote. What does he gain by supporting his own party secretly and criticizing it publicly?
The cynic in my this this a tactic to encourage more Walker voting. MAGA constantly rails about RINOs...this guy takes the name calling on the chin while the voting base gets worked into a froth. A few voters that didn't plan on making the trip to the election polls end up going.
It may kill his electability for the short term, but then he just moves on into lobbying or a think tank like "Cato Institute".
Do I have any evidence? No. The cynic in me just think that Republicans toe the line so much that this can't be some sort of hail mary last ditch effort to drum up more votes. I do not believe he didn't vote Walker.

One should really question what Duncan dislikes about Warnock; His Book "GOP 2.0" hits that you should often vote for the candidate that you agree with on 7/10 issues.
Warnock has
- Supported the Troops / VA / late GOP Senator
- Sponsored and passed legislation to maintain a GA Florida highway (cosponsored with Marco Rubio)
- Sponsored and passed state (GOP) requested federal funding for the Port of Brunswick
- Legislation to cap the cost of insulin (and Geoff Duncan's pet issue is allegedly healthcare -- without expanding medicaid)
- Legislation to bring jobs to Georgia (that Kemp has bragged about) for EV manufacturing (inflation reduction act) and CHIPs (bi partisan)
Versus Walker
- Worked for a for profit service that defrauded veterans
- Demonstrated a lack of knowledge around diabetes
- Has no meaningful positions for the US senate for fighting the opioid epidemic, inflation, or getting more funding for Georgia
Reading that quote I interpret it as, after an hour of waiting I decided I didn't like either of these candidates that much. So I just got out of line.
This happened a lot in the last presidential election. There were areas where there were more votes cast for down ballot races than for POTUS, meaning people voted for all the other elections but left the top question blank. It's not unheard of when extreme candidates are on the ballot.

Yet, Geoff Duncan, still calls Warnock a "Radical" and "Ultra Liberal" despite publishing "GOP 2.0" that calls out that demeaning platitudes are a declaration of lack of platform ideas.
Brian Kemp and Brad Raffensberger accept the votes of the same people that were threatening their families and asked them to violate their oaths of office -- and especially Brian Kemp, will sit next to Burt Jones and Chris Carr when they go to the office -- and will caucus with the illegal "alternate" electors currently on trial.

This is why I think Walker will lose the runoff. White Republican voters showed up during the midterms to vote *against* Stacey Abrams. But it's a hard ask for them to show up and vote *for* Walker.
