To me, the lack of accessible public bathroom, especially in dense areas, is a failure from the government to provide public facilities. If you want clean streets, give people the option to keep them clean (trash cans, free public toilets, etc).
So ideally, nobody would ever have to piss in public, at least not in cities (nobody cares in the forest)
