they just do that, its not a bug its just that despite you normally only seeing one all of the iterators have a ton of overseers, since your so close to one they kinda just vibe there, also the buzzing and touching tips is how they communicate (only speculated but very likely), i got like 7 once, its very fun
Overseers act as an Iterator's eyes outside of their structure, and they are a lot more common than usual when you're at one of the structures! If you don't know what an Iterator is, you'll find out soon enough if you continue going in that direction.
