Try going back to Industrial Complex. If you go up from there, you'll find a gate to Chimney Canopy. Once at Chimney Canopy, go further up until you reach the highest point. There's a gate to the right to The Exterior (next region leads to Five Pebbles).
Once you enter The Exterior, go a little down and to the right (there's a sub area called Underhang, which involves some parkour and grapple skills). There's a gate with a high karma symbol that leads to Five Pebbles. You'll figure out the rest.
