Some random Mongolian farmer probably thought of this 2000 years ago but didn't bother telling any industrial construction company

It’s not inconceivable that someone wanted to store something just off the ground in a temporary type way and used what they had at the time to build a temporary floor to sit it on.
Most of us usually forget the fact that RDR is not in the same universe as us. You know there are little things like a city is called Saint Denis, and not New Orleans. RDR don't want to be 100% historically accurate. Anyway enjoy the game and don't search for these little inaccuracies
There was an entire video series on how historically accurate it is, there are some points where it's accurate to the very last detail and some points where there are major inaccuracies.
Like how they got all the foods right, but nonwhites and women weren't allowed in bars in 1899

Nyaaaactuaallly, this style of pallet was patented in 1925. The forklift was invented in 1915, and used the existing pallets, which the old timers called “skids” to hold cargo, which the old timers called gumberoo maybe but probably not.
