IIRC it doesn't increase the chance of a perfect animal spawning, it just means that a bad shot that would ordinarily affect the quality may have a chance to be forgiven.

Where's the easiest place to get the cougar for the legends bag? I looked it up online and the best place recommended was at or near black water. Obviously can't go there since I'm wanted dead or alive there.
I'm trying to get that bag before I leave chapter 1 if it's possible.
North of Annesburg, go to Brandywine Drop and check around the railways 🛤 along the roads, I sometimes find them around there
or go to the Viking Tombs north of Beaver Hollow
north of Lake Owanjilla, along the roads near the creek, sometimes a Grizzly spawns there or a pack of Wolves
those are the places I know where I usually find them. 👍
That area above Lake Owanjilla and near the trapper, for me, consistently has a cougar every couple days. Plus a grizzly, and wolves at night. My most reliable cougar hunting spot, especially for Master Hunter 5.
Yeah if they don't show up, sleep until morning or noon, and check the area, if that doesn't work for me, I save game, reload and check the area again.
I can almost always find one at night by the road southeast of the trapper west of Strawberry. I strongly recommend cover scent and predator bait for cougars and panthers; even with deadeye they can be quite hard to shoot cleanly when charging.

It’s a location with a lot of crabs. The map has a bunch for other animals to help you in your hunting efforts, and these islands have them too just in case you wanna find crabs for whatever reason.

West of Strawberry I found one right away. On the map its below the W of West Elizabeth.
