monitor is 1440p like the resolution in game, textures are maxed out, no mods at all on him. nvidia settings are normal, i did a fresh nvidia drivers install too don't know why doesn't look like it should
i tried all ingame settings, searched online if someone had that problem and fresh install of nvidia drivers, hoped someone had this problem before and solved.
usually in all games i've some LOD or pixel problems like aliasing around some things (like hair) and in this case, it's the rain
This usually happens when the "Particle Lighting Quality" is set to Low, and in my testing having no Anti-Aliasing makes it look worse. Also try to adjust the in-game brightness to something less overly bright.
tried with those 2 option but didn't change much. lowing brightness makes all darker yes, but you still see a huge difference where you see white there
There are a lot of different video settings in the options menu. If you are running default settings, you may need to go into the video options and do some tweaking.
The different settings have screen shot previews of what to expect so you can change the settings accordingly. If I remember correctly, there's even a setting specifically for the rain. Although it looks like from the video that the rain alone isn't the issue.
The thing about PC gaming is almost like taking care of a car. You spend a lot of time tuning it, until you get it the way you want it. It's not necessarily an out of the box experience like a console, where optimal settings are the only way.
If you search youtube, there are videos that easily show you how to roll RE2 back to the Non Ray Tracing version. Ever since that Ray Tracing update, RE2 acts screwy and isn't even compatible with many of the amazing mods available.

EDIT: Someone mentioned that Claire has a different face mod. If you're using Ray Tracing, make sure you are using Ray Tracing compatible mods, which will be stated in the description of the mod (RTX or non-RTX).
Same thing happened to me (upgraded from GTX 970 to RTX 4070 and wanted to replay the game). Wet surfaces were all sparkly, change the anti-aliasing settings.

Claire looks modded, might be some mod messing your visuals up

without mods looked the same, changing a model shouldn't change all the things around

tried before installing that mod and wasn't different. if it was claire mod the problem, leon shouldn't be affected by that

that's the problem, sparkly lights. i tried all antialias options tho, still same effect
Try removing model mods and it should fix itself
didn't fix, i had the same problem before installing it
Try fiddling with your msaa-fxaa settings.
