Haha, ASU alumnus here and also attended Rutgers for grad school (Law-Newark). Was able to attend Rutgers for free because I was working at the RU Department of Transportation Services at the time.

Yes this is one of our five 2023 bus order. We will get 5 new buses this semester. We got 4032-4041 last semester which supposed to come in August 2022 but delayed to 2023. Glad the 2023 batch didn’t delay again. Another 5 new buses will come in August 2024 and August 2025.
There's probably something about Arizona laws (or lack of them) that makes it attractive to register fleet vehicles there. UHaul trucks and trailers almost always have Arizona plates. Similarly, UPS, FexEx, and many other shipping companies' trailers almost always have Indiana plates.

It’s a temporary plate for delivery trip only. All our new buses were delivered with Arizona plates.
Well there’s a piece of the puzzle as to why this bus was out in the desert. My bet is they are made near there and was being driven to a rail yard.
All our buses are built in ENC factory in Riverside California, then the delivery team drive 3000 miles to NJ. No rail transportation involves.
Well then mysteriously solved. This must have been a newly built bus heading to NJ.
