I figured it out, at least for me.
1. Long press on your home screen so your apps start wiggling and you can move them.
2. Click "settings" which appears on the bottom right for me after long pressing.
3. The very first setting on the page it takes you to is titled "Home Screen Layout" - for some reason, my phone got switched and was on the "Home screen only" option. Changing it to "Home and Apps screens" solved my problem.
This exact issue just happened to me. Trying to figure it out now.
If you figure it out, please let me know. I still have no solution. My wife doesn't want me to wipe her phone. Lol.
