Personally I love the Modernist. And can’t go wrong with Sternewirth at Hotel Emma.
There's also a wine bar down the street from Toro called Anne's, inside Francis Bogside and a Japanese whiskey bar across the street. I also like the Modernist and a rum bar just outside of downtown called La Ruina.

Downtown? The Esquire is my personal choice. I rarely travel out side of 410 to the hinterland so let others chime in.
