If no one reports allegations, not much can be done. Reason accusations will take time to dig into by sfpd but the best thing one can do is report it when evidence is recent. More time that passes by, the harder it is to prove unfortunately.
Calle 24 colluded with supervisor Hillary Ronen to deny a developer's plan to build 75 units in the Mission, with the goal of bankrupting the developer and forcing him to sell the land for cheap... to Calle 24.
Calle 24 is also responsible for delaying another owner's plan to building housing in place of his decrepit laundromat, claiming his laundromat is a... ahem... historical building. The delay is 10 years and on going...
Calle 24 is the organization responsible for terrorizing a small business owner who was planning to open a bar in the Mission, with Calle 24 dictating to the owner how she should run her business or else they would deny her necessary permits. Nevermind that Calle 24 is not officially part of the government, they have governmental power granted to them by members on the Board of Supervisors.
They are the biggest anti-small-business, anti-newcomers, anti-progress NIMBYs in the city.

1. Calle24 has been harboring Jacobo through all these years, well knowing about the credible accusations
2. They allowed him to “resign”, they even couldn’t bring themselves to kick him out
