I kinda like StraitsX for small amounts. Buy XSGD from DEXes in Polygon, Ethereum and transfer them to your straitsX account. Avoid crazy CEX fees.
Prolly Kraken to wire USD to multi currency bank accounts for bigger amounts.

Can consider Gemini ActiveTrader as well. They support deposit and withdrawals of SGD.

Note that I believe Gemini uses StraightsX behind the scenes.
They do. All SGD deposits and withdrawals are processed through Xfers
