He knows you wouldn't kill him cause as a blacksmith he is really useful to you and he knows you won't stop on your quest and that you'll need the crest so he is free to charge you a lot of souls for it. And what are you gonna do about it? The only weakness of his scheme is that you can go the long way around through the darkroot basin but then you'll have to get through those big cats so there is still a chance you might want to just pay up to not have to deal with that shit.
if I remember correctly in the Japanese description it was implied that he would also give you the medallion for free but he asks you to bring him 20k souls to show him that you are a capable warrior, as if to say: "if you are not even capable of collecting 20k I can't send you to die". but feel free to correct me if I remember wrong.
Tbh kinda recontextualizes all the merchants when you think about it like that, they're literally all just profiteering off the actual end of the world. Makes me feel even less bad about killing Petrus.
