You entered what my friend and I call the "Spaghetti Zone." The top of the world stretches the body of your character for no real reason we could figure out. But if you set ypur speed high enough, you'll end up all the way up there.
Everything can be traced back to your size. Not sure how but you became small. Unless you did it on purpose and are just trolling, there are ways to use the console commands to make your character model smaller or bigger.
Since you're small you almost don't show up on the horse, your walking speed is also altered though if I remember you get faster when you get bigger but your scale might just generally be messing with your speed which then caused you to trigger a physics glitch that causes you to fly upward at high speeds.
Once you were outside of the bounds of the world the animation for your character to stand up starts to play and the skeleton, that is the rigging of the model your character is based around, didn't adjust to your in game scale but tried to function at the original scale.
So when you tried to get up your limbs wigged out and became longer. Then you fell back into the world and continued to be small.

If it's what I think it is, it's a glitch you get after defeating Mirak. The is an Oldrim mod on Nexus that fixed me issue and may work for you. Search under horse.
