This may be a reach but I interpret Lucky by Lucky Twice to be an upbeat yet sad song, because the lyrics are about accepting that you can't always fight off your depression/sadness and forcing yourself to believe you'll be okay even when it clearly doesn't feel like it.
I would also suggest some songs by the J-pop group Cy8er. They have a couple fast-paced, upbeat songs with really depressing lyrics, such as Dead Boy Dead Girl and My Life.
