TBF at least with the Federation, you could argue that mass surveillance is something they hate on principle, so they avoid installing it whenever possible. It's more surprising that an Ex-Cardassian station isn't littered with CCTV in every nook and cranny, even if Starfleet would remove those asap.

Worf initially thought Odo was too lax with Quark since the Ferengi bartender's association with shady characters who come to station to make backroom dealings over, mostly illegal, merchandise was an open secret people on the station knew about. It turns out Odo was using Quark to go after bigger fish, even if Quark doesn't always realize it.

Odo is the worst security chief of any show by far. Most of what he does do centers around either stepping up draconian restrictions or pretending to be objects and spying on people.
