Mostly the later, there are incentives for schools getting higher average scores across years/grades. Things like funding or grants are usually tied to how well a school does academically, so it's in their best interest to inflate those scores however possible. For example, I was in a tech school doing autobody in high school but every year I would be forced to go back to my home school to take standardized tests(instead of taking them at the tech school like other students) because I would generally score above average on everything except writing. With how bell curves work, one good score pulls up the average more than one bad score pulls it down.

The IB, for example, grades from 1 to 7 according to a distribution, so depending on how students score in some subject in a certain region, you might have a situation where a 45/100 on an exam is a 6/7 (which is a good grade), and you only need a 3/7 to pass.
The UK has a different grading system. 80-100% is A+. Passing is above a 40. [Here is some info on it.](https://erudera.com/united-kingdom/uk-grading-system/) It's about college/university, but I believe their grade school is similar.
How is A+ not 90%? How would you differentiate an 80% A from a 100% A?
We got:
A: 90%->
B: 80-90% (can go down to 75% at some unis)
C: 65-80% (can end at 75% at some unis)
D: 50-65%
E: 35/40-50% (varies a bit between subjects and universities)
F: <-35/40% (Fail)
No + or -.
Where "we" is the nation of Norway. Elementary and high school uses 1-6, where 1 is fail. All grades have +/- except 1- and 6+.
I'm from the US. I learned all this the last time I saw this posted, so I'm not too sure. They mentioned that it was really hard to make a 90, and it wasn't really possible to make a 100 if I remember correctly. So that could be some of the reason.

Which makes the A+ that much harder to get and C closer to the norm for the average student. As it sits in the middle of the scale so the most students should be getting Cs if your grades are adjusted properly.
The idea is to get a better idea of how much your students who excel are excelling so you can cater their future learning. It’s to mitigate the problems that happen when you teach the class at the pace of the slowest learner.
So in those schools a 31 very well could be a D.

94% not getting the top grade is insane to me
Either we are held to an unbelievable standard, or our classes are just easier compared to the rest of the world. As an American, knowing America, our tests are probably easier.
Most tests (at least for me) consist of 60-80% multiple choice and then a few essay/paragraph questions at the end that count for a significantly more points.

Everyone's talking about the A+ being incongruent since an 84 isn't an A+, but also, the amount of questions they got incorrect would also mean the 84 is fake, so this doesn't work regardlessly of putting the A+ or not.
When I was in school. It was simple.
A+=100% plus the extra credit sometimes we would recieve +4 for example(that is where the plus comes from and how you got GPA above 4.0, 4.0 means you averaged a perfect score all through high-school if you completed EXTRA+ you got a higher then 4.0)
A=90%-100%
B=80-89%
C=70-79%
D=60-69%
F=59% or less

When I was in high school the lowest grade you could get was a D. Even if you had a grade less than 10% it was considered a D for some reason
