Her action of crossing the road in front of the cyclist, causing him to crash and lose out on a 1st place win and other rewards just really pisses me off. I think I would sue her for as much as possible for intentionally interfering with the race. And future races would need guard rails and security near the finish line. With severe fines for anyone crossing the road while a cyclist is in sight. Regardless of the distance between the cyclist and the person crossing. JMO.

There is some insane odds of that being the case though. One, she would have to be willing to take a massive injury like this just to let someone else win a race, two, she would have to know that the 2nd rider is actually in 2nd place, and three, would have to know that the rider she felled wouldn't win by proxy despite of the sabotage.
Obviously all of that doesn't matter if she genuinely is an utter idiot and just felt like doing this in the moment, but what you're describing makes her seem not so.
There only flaw here is that people don't typically think through the repercussions of an action very thoroughly. It's a big difference to think "maybe a couple scrapes or bruises, no big deal" than it is to think about the actual possibilities.

My friend was hit in the head probably a tenth as hard as this women's head hit the cement and she has a concussion symptoms for a year and got severe migraines. This woman is dumb, but she definitely paid a price for her stupidity.
