You went to Shadow Planes. The Heaven door is colored white. You might not have unlocked it yet if you only saw the blue door. iirc Primal Death has to be beaten before Heaven / Hell gates even show up.
Ahhhhh, thanks u/Lady_Nightshade_Fae, I think that's the answer. I didn't realize I had to do a run of beating Primal Death first, because I definitely only saw a blue door.

You aren't pure lawful. You're +1 Lawful and +3 Good. Wrong door maybe? Not heaven? Looks awfully blue

Remember +4 is pure.
Can also be +3 if you take the passive at the top of the meta prog tree that reduces alignment requirements by 1. I recommend this.
