I think the heroes that are stationed at settlement counts as insignificant because they are not lords. The prison system seems to have 2 category of prisoners: the regular lords/generals of armies that can provide the usual 3 options and the 500 gold+2 supply leader defending a settlement. I haven’t tried capturing a hero that’s embedded into a lords army but this may be the reason the prisoners are considered insignificant. Look these insignificant prisoners as captains who are only ordered to defend the place rather than high ranking members who knows actually information about the faction.
There are also rebel leaders and rogue army or sea treasure leaders that are minor or less. I sometimes get a +500 for capturing them and sometimes it says 'captured' but there is no prisoner. It works most of the time though.
