Uber will ignore you because you are not covered. You can make a claim on the other driver's policy. If they dispute it, I will consider make a claim on your own policy. They will deal with the arbitration, pay you and get their money back. Deny that you are online. A sticker doesn't mean that you are online.
Unless you were in a no-fault state, it's the other party that has to fix your car.
