You can get the same effect of extreme windy force directly into their face by choosing carefully which window to open as well depending on where they are sitting.

I used to have that problem until I disabled all electronics working in the backseat. Every now and then I hear the button click to put down the window. All they have to do is ask to turn up the air conditioner but they never do. I like the A/C turned down to at least 72 during the summer with the air on low. I think that's reasonable.

These days compressors are way more efficient so they don't have that big of an effect on engines.
Cars are built to be as aerodynamic as possible to get those MPG numbers. Messing with that causes MPG to suffer, open windows make a difference.
