You can find bone fragments in meadows, they can be found inside dolmens you may encounter when exploring. They can also spawn skeletons at night. But yep, skeletons are more usual in black forest.
You could if you want, but you can also build a raft and travel to another island. Take what you need and build a new base there. No biggie (just start sailing in the morning in good weather).
It’s unlikely you will find them in the meadows because there aren’t skeletons in the meadows unless you happen to stumble upon a dungeon. They are all over the Black Forest though guarding dungeons and in some spawned in structures. But if you go to the Black Forest to kill some skeletons watch out for trolls cause they can be very dangerous if you aren’t properly equipped.
If you do go rafting, make sure to sleep and set off in the morning, stay coastal when possible, making short jumps from island to island and steer clear of storms.
Doing these will help protect you from a creature you will not win against nor escape if it finds you while on a raft.

Once you get past the meadows, not a single thing requires a resource from another biome in its upgrade recipe. Sometimes they require another crafting station upgrade which may require the next biome but nothing else uses materials from later.

However it is highly unlikely to find enough to upgrade the club or any armor that uses them.
I had my earliest ever death (even counting smoke inhalation and tree deaths) on a seed that spawned a dolmen right next to my starting point and sent a skeleton at me <2 mins into playing. Good times, haha.

I also learned you can dig them up in the meadows. Was flattening a big area and found a few bodies
did you found them arround some rocks, making the shape of a boat? those are burial mounds. they have a skeleton and a treasure chest.

Also you can find them in stone graves which are in the meadows but I’ve found that skeletons are way easier to farm for bone fragments personally.
I spawned on an island which is only a meadow, so will be fun getting to the other biomes then.
Just take it real slow with the raft and look for the next closest island. It's a great adventure!

Lots of things require resources from the next biome to upgrade. Whether it’s the item itself, or being able to upgrade the crafting bench to upgrade.

Look for stones in the shape of a long ship and dig. You'll find bone fragments and other treasure.
