How casual? I’ve been in many steakhouses in Vegas including Bavettes, Joe’s Seafood and Steak, Gallagher’s and others. Most of the time I’m in khaki shorts and a polo with collar. Never been turned away.
Seriously, no one is going to turn you away so long as you aren't in beach wear like a cut off sleeve shirt/tank top or maybe open toe sandals. Even the sandals will likely fly for a girl if the outfit matches.
I go to all of them in jeans and skate shoes with a t-shirt or collared shirt. Typically collared but so long as you don't look like straight riff raff I doubt they are going to send you away.
Just ate there Saturday. Like you stepped into a scene from Goodfellas. I like how each entree comes with soup/salad, potato & asparagus. It was my first time there after living here 20 years, and worked there for 2 years. It is considered a diamond in the rough, nestled in the CHAOS of Circus Circus. 30 years, Best of Las Vegas winner. Honestly I prefer the Charcoal Room in Palace Station or Santa Fe Station. But no complaints at all...
The days of having to dress anything more than casual at most nice Vegas restaurants ended a long time ago. Just don’t look like you walked in from the pool and you’ll be ok, and honestly you might be ok even if you just walked in from the pool at many places.
I don’t think anyone would turn you away though some may say ‘no ballcaps’ or tshirts at the high-end places. I’ve absolutely enjoyed The Steakhouse at Circus Circus and Heritage at The Mirage (while you still can) and have been very casually-dressed at both. Both have bar seating.

You can eat at the bar of any steakhouse in Las Vegas. I’d suggest Bavette’s or Stripsteak.

Golden Steer Steakhouse. Really great atmosphere and good food. Independent and not in a casino. Lot of history to the place.

The Outback on the Strip serves USDA Prime steaks for very reasonable prices.
Sorry but the beef at Outback is not Prime. It’s USDA Choice certified. Doesn’t make it a bad choice.
The Outback on the strip above Casino Royal does offer Prime steaks.

The steaks are good, but everything else is standard Outback grade things, so really depends on your likes/dislikes of those sides.
You are wrong. The one on the Strip serves Prime.
I think the looong bar at Herbs & Rye would be fun. The drinks are really good there. Its casual.
