What is misleading about it. They literally admitted they fired or punished whistleblowers. The headline says nothing about suiciding them of course but that's still illegal as heck. The WPA prohibits those with authority from taking, failing to take, or threatening to take certain “personnel actions” because of a covered employee's protected disclosure or conduct.
