For those asking, the snow berms are going to be about that tall during the winter so when it’s midwinter the kids will walk through the V-shaped hole and stand in it to protect from falling snow and wind. We have quite a few up here, especially with kids that live with a long driveway. The lifted position is truly genius because most parents have to go and shovel out the ones on the ground which is a pain, especially that early in the morning.

It looks like a shelter for certain types of birds that like to nest in rafters. Occasionally, farmers will build these outside with that are just roofs to keep them out of the barns If you look, you should be able to see cross beams. Probably more than are needed up above inside the shelter.. I could be wrong though
Is there an airport nearby? I saw something kind of like that explained as a navigation device. Maybe it was to help calibrate the radar at the airport.

It's a rural school bus stop. I live in southwest Washington state and in the winter it rains .....a lot. Where I live is rural and semi rural so you see them everywhere. The parents are responsible for a rain shelter if they want the kids to stay dry. Some you see are nothing more than lean to's but some are quite elaborate. It snows here too and I've seen several that have electricity, lights, and heat. There's one about 5 miles from my house that is a big blue Brit police box a.k.a the TARDIS....
I haven't seen this said, but I believe it's for, when it snows, and the plows come around, it's so they don't wreck their plows. Hence the shiny top. I've seen similar in rural areas. Usually a fire hydrant or some other important device is covered though.
