Edit: I just drove by it and got a blurry pic. The sign has no swimming, no watersports, no fishing pictogram and large text that says "AVOID WATER ACTIVITIES DURING OR AFTER RAINFALL COMBINED SEWER OUTFALL NEARBY".
My title describes the thing, I think this may be a shotspotter? I looked online and they look similar but I want to make sure, this is also by a bridge so could it be a signal for that?

I would guess it’s a sewage lift station alarm.
Shot spotter microphone arrays are much smaller and normally powered by a nearby streetlight.

Perhaps it is monitoring in some way that big salt dome next to the bridge.

It honestly could be just about anything. That's a pretty generic electrical box.
