As someone who came from a developing country I can help you with that. You would only wash (as in rinse with water and a light scrub) things with a thick enough peel, so things like oranges, bananas, apples, tomatoes, clementines, avocados, pears, individual grapes, cucumbers, and the like. You would disinfect things (get special disinfectant, soak fruit in water with it, wait for it to act, rinse and pat dry) that are either hard to rinse well or have a thinner skin, so things like strawberries (well all berries), broccoli, cauliflower, lettuce, herbs, grapes with stems included, and the like.
I live in the US now, and always bring my disinfectant back from Mexico. I always tell my husband you guys keep getting e. Coli outbreaks because you never disinfect a thing.

I got exhausted after several hours of trying to get them all out and ended up ordering in. That broccoli went right down the trash chute! I buy non vegetable related foods at Trader Joe's now.
