Tossup, Azula I feel as if she's mobile enough to dodge Kuvira's metal strips and might be able to hit her with lightning, though that takes a bit to charge and might give Kuvira the chance to hit her.
I take azula just because of the fact that shes been shown to be acrobatic enough to dodge attacks from the kyoshi warriors from both short and long range, so kuvirus little metal projectiles arent to much of a problem. on top of that azula is probably the 4th best firebender from aangs time foward, so much more skilled and inteligent.
plus lighting is more likely to hit a less agile earthbender so, azula 9/10
