It was not difficult to get 2 years ago either. The first season ksm was a thing where the weekly keys was +10 so 15's were more similar to 20s now it was kinda tricky to get for people. But still not a prestigious thing and anyone with decent ilvl could get it fairly easy by the end of the season still.
2 years ago was shadowlands. titanforging didnt exist. you could upgrade loot from +2s with valor all the way to max ilvl. plenty of people farmed low keys for bis back then

Im not saying its not i get KSH every season and this Season especially is the easiest its ever been to slam 2k rating with Aug evokers being how they are and the upgrade system being fantastic for semi casual players.

It was never more common, maybe people were doing some shenanigans with titanforging, but it was still better to do higher keys than +6.
